Alerj chooses president under dispute with STF – 04/16/2026 – Politics

Alerj ( do ) chooses this Friday (17) his in a clash between the , with a majority in the House, and the parties allied to the former mayor (), pre-candidate for the state government.

The dispute has as its backdrop the actions of the (Supreme Federal Court) in command of the Guanabara Palace and the replacement of the former governor (PL), who resigned from his position to run for the Senate.

The parties allied to Paes (PSD, MDB, Podemos, PT, PDT, PSB, Cidadania, PC do B and PV) chose deputy Vitor Junior (PDT) as their candidate. He also has the support of PSOL.

Paes’ group, however, conditions its participation in the election to secret voting by deputies, just as the STF has indicated for the possible indirect election for buffer governor. All ministers declared support for the measure, to avoid the influence of organized crime in the dispute over the Guanabara Palace.

However, the Court of Justice denied an injunction requested by the PDT to extend this interpretation to the dispute for the presidency of Alerj.

The PL, in turn, intends to maintain the candidacy of the deputy (PL), the party’s pre-candidate for government, who won the dispute last month, which was annulled by the courts. The acronym defends open voting, as determined by Alerj’s regulations.

The future president of Alerj will not take over the government because the decision to keep judge Ricardo Couto, president of the TJ-RJ, as interim governor remains in force until the new head of the Guanabara Palace is chosen.

The scenario goes against the order of the line of succession established by the state Constitution and is seen by members of the PL as one.

The state government is not, at the moment, under the command of the president of Alerj because the position has been vacant since December, when Bacellar was arrested on suspicion of leaking information about an operation against former deputy TH Joias, suspected of links with Comando Vermelho.

Guilherme Delaroli, vice-president of Alerj, provisionally assumed the presidency of the House, but cannot take over the Guanabara Palace as he is not the holder of the position. For this reason, since Castro’s resignation, the government has been under the responsibility of Couto, president of the TJ-RJ and last in the line of succession provided for in the Rio de Janeiro Constitution.

The election for Alerj’s presidency will take place because Bacellar was impeached last month by the TSE in the same process that condemned Castro. With the command of the House officially vacant — before he was just removed — the election can take place.

Alerj even held an election in March in which it chose, by 45 votes, deputy Douglas Ruas as president. The act was annulled by the state court, because it occurred before the votes were re-totaled after Bacellar’s impeachment by the TSE. The recount, however, did not change the composition of the House.

Former vice-governor Thiago Pampolha resigned last year to take up a seat at the TCE (State Audit Court).
