Association of PF delegates criticizes Lula’s speech about agents who pretend to work

The Association of Federal Police Delegates (ADPF) reacted this Thursday (23) to statements by President Luiz Inácio Lula da Silva (PT) about the alleged lack of action by members of the corporation.

According to the entity, Lula’s statements cause concern as they cast doubt on the “commitment of Federal Police delegates” and “unduly simplify the issue of public security and the fight against organized crime”.

The president stated that he asked the Minister of Justice and Public Security, Wellington César Lima e Silva, to summon delegates who are outside the corporation to work in the fight against organized crime. Only agents who are “pretending to work” would be left out, he said.

In the statement, ADPF states that, currently, 53 delegates are assigned to other bodies, which represents less than 3% of the total in activity. For the association, this number does not justify the assessment made by the president nor does it support the expectation of a significant impact in the fight against crime.

The entity emphasizes that combating organized crime requires “less propaganda and more concrete actions”, such as investments in professional training and strategic intelligence. “Statements that disqualify police officers do not contribute to this objective and weaken the public debate on security”, says the note.

The association warns of the decrease in new entrants into the Federal Police delegate career and loss of talent: “While 104 new delegates joined the institution in the last three years, 50 chose to leave it to take on other positions. At the same time, there was a significant reduction in interest in public competitions, with a drop from 321 thousand registered in 2021 to 218 thousand in 2025.”

The fight against organized crime is considered a strategic issue for the government, due to the impact it could have on the October elections. As electoral polls indicate, public security tends to be one of the main issues in the election.

On Wednesday, the 22nd, President Lula signed a decree summoning a thousand new agents to reinforce the fight against criminal organizations. He states that this is the first time that all positions in the Federal Police will be occupied by civil servants.

“I ordered the Minister of Justice to make a note inviting all Federal Police delegates who are outside the Federal Police. Only those who are Secretaries of State will be left out. Those agents or delegates who are there, in another place, pretending that they are working and are not working, they will all have to return, because we are going to defeat organized crime”, said Lula.
