Bolsonaristas renew offensive against STF – 05/11/2026 – Politics

The Bolsonaro opposition in Congress decided to renew its focus on anti- (Supreme Federal Court) agendas and amnesty for those convicted of coup plots as a response to the minister’s decision, even though there is no great expectation that the matters will move forward this year.

The offensive has four fronts — general amnesty for () and other people convicted in the coup plot, including prisoners from; the impeachment of Moraes; pressure from the CPI (Parliamentary Commission of Inquiry) on the PEC (proposed amendment to the Constitution) which restricts the court’s monocratic decisions.

The leader of the PL in the Chamber, (RJ), announced, this Monday (11), that he will file a new PEC for amnesty in response to Moraes’ decision. Without support from the center and the leadership of Congress, previous attempts at total amnesty did not advance, and Bolsonarists admit that they remain in the minority in defending this cause.

The opposition’s strategy, however, is to keep the debate active, in search of a more favorable political context next year, in the Chamber and in the .

The assessment, at the moment, is that Moraes’ decision not to apply the Dosimetry Law to those convicted of January 8th could not go without a political response. Bolsonarists also say they believe that it could even increase the support of other political groups more towards the center for this anti-STF agenda.

The Congress leadership, however, believes that when judging its constitutionality, as shown by the Sheetwhich would help to cool down the new clash between the opposition and the court.

Parliamentarians who had contact with STF ministers over the weekend report that Moraes should not delay in sending to the plenary for deliberation the actions that question the law, for which he is also the rapporteur — filed by the PSOL-Rede federation and the ABI (Brazilian Press Association).

They also state that most STF ministers understand that reducing sentences is a Parliamentary prerogative and that they must validate the law even for .

Since Saturday (9), there have been coup attacks. However, he has not yet given decisions in the actions that question the Dosimetry Law itself, a method questioned by other members of the court.

Through constitutionality control actions, he could have granted an injunction to temporarily suspend the law in general. But this would, according to the STF rules, necessarily lead to the decision being forwarded to a plenary referendum.

The sentence reduction bill, which became known as Dosimetry, was approved by a large majority in December, ended up vetoed by (PT) and, again, most parliamentarians positioned themselves in favor of the law,

In a note regarding the new amnesty PEC, Sóstenes stated that the response to Moraes’ “new abuse” would be given through Parliament and criticized disproportionate penalties and political persecution.

“The suspension of the Dosimetry Law showed that it is not enough to just correct specific excesses. […] “We cannot continue to passively watch the escalation of monocratic decisions that ignore the popular will, disrespect the Legislative Power and try to prevent any progress towards national pacification”, he said.

“It was a very serious decision by Moraes, he failed to comply with the law. We don’t have a majority in the Chamber, but it was another attack on democracy and Congress, and the center parties are seeing this,” he told Sheet the leader of the opposition in the Chamber, Cabo Gilberto Silva (PL-PB).

In the leader’s opinion, Moraes’ decision favors the Bolsonaro offensive. “The topic is very tense”, he adds.

Author of the request for a mixed Master CPI, deputy Carlos Jordy (PL-RJ) told the reporter that “the conflict will intensify”. “Moraes has already shown that he does not want pacification. Many people are skeptical about holding a CPI in the election year, but there are several parliamentarians willing, even to gather evidence for the impeachment of the minister.”

As shown by Sheetin exchange for urging Congress to overturn the veto on dosimetry, the president of the Senate, (-AP), ignored the reading of the opposition’s request in the session on the 30th.

The PEC that restricts the monocratic decisions of STF ministers was recalled by the leader of the opposition in the Senate, (PL-RN), at the weekend. He released a note criticizing the fact that Moraes, “a single unelected man”, had invalidated a rule approved by Congress.

“It is called representative democracy when the people govern through their elected representatives. It is called something else when a judge governs alone above everyone else. Minister Moraes’ monocratic decision did not just suspend a law. It suspended the popular will,” he said in a statement.

“It is up to the Chamber to react firmly and urgently approve the PEC against monocratic decisions that suspend laws approved by Congress. And it is up to the people to elect courageous representatives to promote a true and sanitary reform of the Judiciary in 2027”, he added.
