MP revokes minimum age and mandatory course for motorcycle couriers

Measure is already valid; Congress has 120 days to vote on it before it expires

The president (PT) last Tuesday (May 19, 2026) an MP (provisional measure) that removes the minimum age of 21 years for working as a motorcycle courier, motorcycle taxi driver and motorcycle freight driver. In addition to age, the mandatory technical course for the profession was also revoked.

The MP was announced during an event that presented , a program that opens a line of credit for taxi drivers and app drivers to purchase brand new vehicles. The following were present: former ministers and pre-candidates for the Senate (PSB) and (Rede) and the minister of the General Secretariat of the Presidency, (Psol).

The MP revoked and changed parts of the laws e 9the 1st of which is a law sanctioned by Lula himself in his 2nd term. The MP takes effect immediately and has up to 120 calendar days to be approved by Congress. If it is not approved, the MP will lose validity.

What the MP changes:

  • ends the requirement for authorization from state traffic agencies for motorcycles used in paid deliveries;
  • eliminates the obligation to register the motorcycle in the category “rent”;
  • eliminates the mandatory semi-annual inspection of the safety equipment of motor freight motorcycles;
  • removes the minimum age requirement of 21 years to work as a motorcycle courier or motorcycle taxi driver;
  • eliminates the need to have at least 2 years of driving license;
  • ends the mandatory specialized course to carry out the activity.

Even with the flexibility, the need for a category A Driver’s License or ACC (Authorization to Drive Mopeds) and safety items such as a kite cutter antenna, engine protector and reflective vest remains.
