The measure was seen as Lula’s biggest mistake in March; Farmácia Popular and IR exemption lead positive evaluation
The revocation of “” was considered a success by the PT government by 66% of those interviewed in the May 2026 Latam Pulse survey, by AtlasIntel in partnership with Bloomberg. In March, the tax on purchases of up to US$50 on websites abroad had been highlighted as the , with a 62% negative evaluation.
In the May survey, 23% classified the end of the fee as an error, and 12% said they did not know. The balance between positive and negative evaluations was 43 percentage points.
The survey asked respondents: “Do you classify each of the following decisions as hits or misses?”. The items from Farmácia Popular were the best evaluated measure, with 83% correct, 11% incorrect and 7% “I don’t know”. The balance was 72 percentage points.
The one for people with a monthly income below R$5,000 appears next, with 81% correct, 15% incorrect and 5% “I don’t know”. The positive balance was 66 percentage points.
AtlasIntel/Bloomberg interviewed 5,032 people from May 13 to 18, 2026. The margin of error is 1 percentage point, plus or minus. The confidence level of the survey is 95%.

Here are the best-rated measures:
- Free access to all medicines and items from Farmácia Popular: 83% correct, 11% incorrect and 7% don’t know;
- IR exemption for monthly income below R$5,000: 81% correct, 15% incorrect and 5% don’t know;
- signing of the agreement between Mercosur and the European Union: 71% correct, 14% incorrect and 15% don’t know;
- repeal of the “blouse tax”: 66% correct, 23% incorrect and 12% don’t know;
- debt renegotiation program for the population, Desenrola: 65% correct, 27% incorrect and 9% don’t know.
Among the measures with a favorable majority are also the financial incentive for public high school students from low-income families, with a 58% success rate and a 36% error rate, and the one to obtain a National Driving License, with a 57% accuracy rate and a 33% error rate.
The only measure with a negative evaluation was the one that totaled more than R$5 thousand in the month. The decision —— was classified as a mistake by 53% of those interviewed, while 39% evaluated it as a success. Another 8% said they did not know. The balance was negative by 14 percentage points.
They also had a more divided assessment: , like Correios, of the privatization program, with 47% correct and 43% incorrect, and , with 45% correct and 39% incorrect.
