Unions write letter to ILO against alternative PEC to 6×1 – 06/10/2026 – Panel

In Geneva, Switzerland, representatives of trade unions delivered a letter to the director general of the ILO (International Labor Organization), Gilbert Houngbo, criticizing the alternative PEC to the end of 6×1 and asking for the international organization’s attention to the issue.

The document says that the opposition’s proposal violates union freedom and goes beyond the limits of public debate by authorizing individual agreements and free negotiation between employer and employee.

The PEC filed by senator Rogério Marinho (PL-RN) provides for payment for hours worked and

In the letter delivered by hand to the director general, the centers say that the PEC deviates from what the ILO itself recommends because it does not reduce working hours, is not concerned with health and

The document mentions that they defend collective negotiation and the reduction of working hours as an instrument for raising social standards.

“The practical consequence is the possibility of fragmentation of the journey, income instability and proportionalization of social rights”, says the letter.

The centers took the opportunity to defend the alternative PEC. The president of the CSB, Antonio Neto, criticized the companies’ actions.

“The same employers’ Confederations that come to Geneva for the tripartite Dialogue are the same ones that in Brazil deny this dialogue and want to impose a 7×0 scale and end collective bargaining. You can’t cross the ocean and change your position,” he said.

In his speech at the International Labor Conference, Carlos Muller, from CTB, said that the actions of businesspeople are incompatible with the principles of freedom of association and social dialogue.

“When employer organizations seek to replace the voice of workers, we are facing an attempt to weaken collective representation,” he said.
