According to this source, it is supposed to be an agreement tied to the fulfillment of specific conditions, whereby Tehran will not get access to frozen funds until it fulfills its obligations.

According to the same official, the Islamic Republic should also open the strategic Strait of Hormuz. The agreement is said to include several parts related to the nuclear program – which Iran is supposed to end – as well as a commitment that Tehran will no longer finance terrorist groups.
Conditional release of money
Information about the content of the agreement appeared shortly after US President Donald Trump criticized the Iranian side on the Truth Social platform. He claimed that Tehran had given the media, which he said were spreading “fake news”, a version of the terms that he said had nothing to do with what the US and Iran had agreed to in writing.
Iran’s Mehr news agency published an alleged draft memorandum of understanding between Washington and Tehran on Friday. According to Mehr, this document envisages the lifting of US sanctions against Iran and the end of the war on all fronts, including Lebanon.
Proposal from Tehran
According to the Iranian agency, the draft memorandum should also include the commitment of the US to withdraw its forces from the areas around Iran, end the naval blockade of the Islamic Republic and reopen the Strait of Hormuz. According to Mehr, Washington should at the same time release 24 billion dollars of frozen Iranian funds within 60 days.
The Iranian version of the proposal also includes a provision according to which the United States should submit a plan to restore Iran’s economy. Mehr said the US and its allies should propose recovery programs worth at least $300 billion.
Missile program aside
Sky News, citing Iranian media, reported that the so-called final negotiations on Iran’s nuclear program and economic issues should take place later. However, according to these reports, Iran’s missile program would not be the subject of these talks.
