CNN: This is what the US, Iran memorandum provides - The 14 points and the time frame

The 14-point Memorandum of Understanding between and has not yet been officially released, but the US network CNN presented a copy it received from an unnamed US official claiming after cross-examining sources that it is the final text or at least very close to the one digitally signed by US Vice President Jay D. Vance and Iranian Parliament Speaker Mohammad Bagher Ghalibaf.

The publication points out that both sides are refusing to officially confirm that this is the content of the text of the agreement, as they are maintaining complete secrecy about what has been discussed pending the official signing of the agreement on Friday in Switzerland. In addition, according to what is highlighted, some details are still under negotiation.

What the plan provides according to CNN

According to the draft of the memorandum, presented by CNN, the United States will once again allow the export of Iranian oil and petrochemical products, while the creation of a financing mechanism of at least 300 billion dollars for the economic recovery and development of Iran is also foreseen. In return, Tehran reaffirmed that it would never acquire nuclear weapons and would negotiate a definitive agreement on the future of its nuclear program.

More specifically, the 14 key points of the plan are as follows:

  1. An immediate and permanent end to hostilities between the US and Iran on all fronts, including Lebanon, is envisaged. The two sides undertake that henceforth they will not take hostile actions against each other and will refrain from the threat or use of force. The final agreement will confirm the provisions of this and the following articles.
  2. The two sides pledge to respect each other’s sovereignty and territorial integrity and not to interfere in each other’s internal affairs.
  3. Washington and Tehran agree to reach a final deal within 60 days, which can be extended by mutual consent.
  4. The US undertakes to lift the naval blockade and fully restore maritime traffic in the area within 30 days. The US is committed to the withdrawal of its forces from the region within the same time frame after the signing of the agreement.
  5. Iran is committed to restoring within 30 days commercial shipping in the Straits of Hormuz and surrounding sea lanes to pre-war levels, given the need to remove technical obstacles and demining.
  6. A plan for economic reconstruction and development of Iran, with financing of at least $300 billion, is envisaged, the implementation mechanism of which will be part of the final agreement and will be determined within 60 days.
  7. The US is committed to gradually lifting all sanctions imposed on Iran. Included are resolutions of the UN Security Council, the International Atomic Energy Agency (IAEA) Board of Governors, as well as all unilateral US sanctions, primary and secondary.
  8. Tehran reiterates that it will never acquire nuclear weapons, while the future of its stockpile of enriched uranium is referred to the final negotiations.
  9. Until a final deal is reached, Iran will keep its nuclear program unchanged and the US will not impose new sanctions.
  10. The US Treasury Department will allow through the issuance of exemptions the export of Iranian oil, petrochemical products and related services, including banking, insurance and transportation services.
  11. It envisages a gradual release of Iranian funds and assets that remain tied up abroad.
  12. A joint monitoring mechanism will be established for the implementation and enforcement of the final agreement.
  13. After the implementation of the basic economic and maritime measures, the two sides will proceed with negotiations on the remaining outstanding issues of the final agreement.
  14. The final agreement will be ratified through a binding UN Security Council resolution.
