Provisional Measure defines exam as mandatory in the 4th and 6th years of graduation and a requirement to obtain registration with the Regional Council of Medicine
The president (PT) issued a Provisional Measure that institutionalizes the (National Medical Training Assessment Examination) and makes passing the test mandatory to obtain registration with the Regional Councils of Medicine, a requirement for practicing the profession. The requirement will only apply to students who enter the medical course after the publication of the measure.
The ministers (Education) and (Health) also participated in the ceremony. The signing took place during the inauguration of the University Hospital of the Federal University of São João del-Rei (HU-UFSJ), in Divinópolis (MG).
According to the government, the initiative seeks to align graduation, medical residency and professional qualifications with common quality parameters and the needs of the SUS (Unified Health System). The measure also increases the comparability of assessment results and improves regulatory processes.
WHAT CHANGES WITH THE MP
- assessment at 2 stages of graduation: Enamed will be mandatory applied in the 4th year (8th semester), on a diagnostic and formative basis, and again in the 6th year (12th semester), at the conclusion of the course;
- approval to practice the profession: passing the exam carried out in the 6th year becomes a requirement to obtain registration with the CRM (Regional Council of Medicine), necessary for the legal practice of medicine;
- school history: grades will appear on the academic record of approved students;
- new opportunity: graduates who do not perform satisfactorily will be able to retake the exam in subsequent editions;
- course supervision: The students’ individual grade will form part of the courses’ Enade Concept. Unsatisfactory results may result in measures such as reducing vacancies and deactivating degrees;
- integration with Revalida: the stage intended for graduates will replace the theoretical test, subjecting doctors trained in Brazil and abroad to the same knowledge exam. The practical test will be maintained. Doctors with a diploma revalidated before the rule came into force are exempt from Enamed;
- use of the note in medical residency: performance can be used in all direct access medical residency selection processes;
- creation of Sinares: the MP establishes the National Home Assessment System to expand the capacity to evaluate and regulate the training of specialists;
- advisory committee: An Enamed monitoring body will be created with representatives from the Ministries of Education and Health, the Federal Council of Medicine (CFM), the Brazilian Medical Association (AMB) and civil society.
REGISTRATION, TEST AND RESULTS
2026 are open until June 29th. The exam will be administered every six months in municipalities that offer medical courses. The test for this edition is scheduled for September 13th and the results will be announced on December 4th.
ENAMED 2025
Created as a modality of Enade (National Student Performance Exam) for medical courses, Enamed had its 1st edition in 2025. The exam unified reference matrices and assessment instruments to analyze student skills and monitor the quality of education offered by public and private institutions. It also became part of Sinaes (National Higher Education Assessment System).
In the 1st edition of Enamed, around 90 thousand students participated in the assessment. According to , 204 medical courses in the Federal Education System obtained a satisfactory Enade rating. Another 99 received concepts 1 or 2 and passed through the MEC.
