Motta will combine Lula’s MEI PL with another with an impact of R$50 billion

Treasury says that the Budget does not include raising the ceiling for the entire Simples Nacional; proposal is counterpart for 6 X 1

The President of the Chamber of Deputies, (Republicans-PB), will consider the of the president (PT), which raises the ceiling of the MEI (Individual Micro Entrepreneur), to another proposal (PLP 108 of 2021) that is already being processed in the House and deals with the same topic.

In addition to the MEI, the project already being processed in the House also proposes raising the ceiling for micro-enterprises from R$360,000 to R$869,000 and that for small companies from R$4.8 million to R$8.69 million. The Treasury states that the Budget does not cover the impact caused by the change.

There is still no forecast for voting on the projects, but the calendar will follow the same as that of the special commission that is already discussing PLP 108. The collegiate was started on May 5th and has up to 40 plenary sessions to present the final report.

WHAT IS MEI

The Individual Microentrepreneur in 2008 as a formalizing public policy. The regime allows self-employed workers to have a CNPJ registration, issue invoices and secure social security rights, such as retirement, sickness benefit and maternity leave.

The counterpart is the payment of a unified monthly tax guide with reduced values. It is the gateway to the micro and small business ecosystem in Brazil.

To be part of this regime, the entrepreneur must respect strict revenue and structure limits. If he goes beyond the rules, he is automatically out of compliance and pushed into Simples Nacional.

This other facilitated tax regime that unifies 8 federal, state and municipal taxes into a single collection, but with progressive rates and considerably higher than the fixed rates charged to the MEI.

The increase in the MEI revenue ceiling and the permission to hire a second employee are considered by the government as compensation after the approval, in the Chamber, of the PEC that ends the 6 X 1 scale, which reduces the working day and creates 2 days of paid rest per week.
