The government (Republicans) left part of the base deputies in Alesp () without parliamentary amendments in a shipment of R$ 380 million made to municipalities this week and opened a new front of dissatisfaction with allies.
Although the government argues that the group ran out of resources for administrative reasons, the attitude generated distrust among deputies. Representative Ana Carolina Serra (Citizenship) and representatives Dirceu Dalben (Citizenship), Lucas Bove (PL), Oseias de Madureira (PRD) and Mauro Bragato (PSDB) were left without resources. Guto Zacarias (União Brasil) was also left out, but had not indicated the allocation of resources.
The transfer to city halls was through fund-to-fund transfers (when the money leaves the state health fund account directly to the municipal fund account). The release of the money was reported in the Official Gazette on Wednesday (29), and the amounts entered the municipal accounts on Thursday (30).
Under reservation, state deputies from the base sought to link the lack of transfers to Lucas Bove to the attack on his ex-wife, the influencer Cíntia Chagas. The Prosecutor’s Office even requested the deputy’s preventive detention, who denies the accusations.
In the case of Ana Carolina Serra, they cite discomfort from Tarcísio’s allies with the actions of her husband, the former mayor of Santo André Paulinho Serra (PSDB), who is articulating a candidacy for government. In the case of Mauro Bragato, electoral disputes against other allies of the governor in the Presidente Prudente region are mentioned.
None of the affected deputies wanted to express their criticism officially. In private conversations, some of them made it clear to the Sheet dissatisfaction.
The São Paulo government denies any other influencing factor other than administrative issues. At the event, Tarcísio’s special advisors were still talking to parliamentarians to avoid the loss of support and deny that the lack of transfers to the group was related to any type of political retaliation.
The central argument of Tarcísio’s team was bureaucratic, in the sense that there was a deadline to file requests for funds, but that the demands made by the group will be covered in the next wave of transfers.
“Sometimes, a city hall fails to send some certificate, some documentation, but there is no crisis. Everyone understands,” said the president of Alesp, André do Prado (PL), one of Tarcísio’s main political allies in the state.
Recognizing that he did not meet the deadline to indicate the amendments, a deputy interviewed by the report complained that the release of funds was a promise from Tarcísio that was already late and complained that the transfer could be made at any time.
Another parliamentarian stated that he would not make an effort to be present at Alesp sessions with votes on Tarcísio’s projects.
Alesp has 94 deputies. The opposition (PT, PSOL, PC do B, Rede and PSB) has 28 seats. Even without the group that remained without amendments, the government still has enough votes to easily approve Tarcísio’s bills that are being processed in the House — the absolute majority is 48 votes.
The announcement of the transfer was made in a ceremony with an electoral atmosphere at Palácio dos Bandeirantes, on Thursday afternoon, with the delivery of a symbolic check and queues for photos with the governor.
Deputies have complained about delays in releasing the amendments. Until last week, the government had transferred R$361.4 million through voluntary transfers to cities. The total transferred in 2024 exceeded R$1 billion.
The explanation for the smaller release is, according to the deputies’ version, due to disagreements between the two in charge of the matter in the Tarcísio administration: the Government secretaries, Gilberto Kassab (PSD), and the Civil House, Arthur Lima. The government denies disagreements.
The behind-the-scenes negotiation envisaged that mayors and deputies would publicize the arrival of resources on their social networks, advertising their own administrations and also that of Tarcísio.
Thus, the governor spent around an hour and a half in the palace auditorium taking photos with politicians from the interior of the state — he preferred to hold the event with mayors rather than go to Rio and participate in the event to deal with the public security crisis.
According to the Secretary of Health, Eleuses Paiva, when the parliamentarians made the transfer recommendations, the team from his department noted that 140 cities would not receive any resources, since no deputy had set aside resources for them.
The solution was to make direct transfers from the government. “So, the 645 municipalities, today, are receiving the resource”, said the secretary, during the event.
The report was unable to contact the two Cidadania deputies. Lucas Bove said that his amendments will be included in the governor’s next wave — the same statement made by Mauro Bragato — and denied there was discontent. Oseias de Madureira did not respond.
