O minister Alexandre de Moraes, of the Federal Supreme Court (STF), this Monday (4) denied a request for hairdresser Débora Rodrigues dos Santos, known as Débora do Batom, will immediately benefit from the Dosimetry bill (PL).

According to the Constitution, the project must be sent for promulgation by the President of the Republic within 48 hours. If this does not happen, the task will fall to the president of the Senate, Davi Alcolumbre (União Brasil-AP).
Crime

Decision
In the decision, Moraes judged the defense’s request to be prejudiced because the Dosimetry PL has not yet been promulgated by the Presidency of the Republic or by Congress.
“The National Congress, in a session held on 4/30/2026, overturned the veto of the Presidency of the Republic (VET 3/2026), with the exception of impaired provisions, on the so-called Dosimetry PL (PL 2.162/2023), with neither the promulgation nor the publication of the normative diploma having occurred, which, therefore, is not in force”, explained the minister.
Since March last year, Débora is under house arrest in Paulínia (SP), where she lives.
She is monitored by an electronic ankle monitor and cannot use social media or have contact with other people being investigated. In case of non-compliance, she must return to prison.
