Lula government launches R$11 billion program against organized crime

The security package will focus on the financial suffocation of the factions, the reinforcement of prison security and the investigation of homicides

The program will be structured into four strategic axes.

O President Luiz Inácio Lula da Silva (PT) launches, this Tuesday (12), the Brazil Against Organized Crime program and announces measures aimed at public safety. The package provides investment of R$11 billionwith R$1 billion from the Union Budget and R$10 billion via loan from the National Bank for Economic and Social Development (BNDES) to the states.

“Brazil against Organized Crime was built in dialogue with states, experts and public security forces, and aims to dismantle the economic, operational and social bases of criminal organizations throughout the national territory”, says a statement from the Presidency.

The program will be structured around four strategic axes:

-financial suffocation of criminal organizations;
-strengthening security in the prison system;
-qualification of investigation and clarification of homicides; and
-combating arms trafficking.

At a press conference last week, President Lula highlighted that it is necessary to “destroy the financial potential of organized crime and factions”. After the meeting with the President of the United States, Donald Trump, on the 7th, Lula stated that Brazil is willing to collaborate with other countries in this regard.

“Let’s do some fronts [com o programa Brasil Contra o Crime Organizado]one of them is the financial issue. We need to destroy the financial potential of organized crime and factions. Today they have become, in some cases, multinational companies. They are in several countries, in football, in politics, in business, they are everywhere, in the Judiciary,” he said.

The program must be formalized through a presidential decree and four ordinances, demanding the adhesion of states to access BNDES resources.
