Department of Education signed a partnership for a digital program in 16 schools under the management of former governor Ibaneis Rocha
The Federal District Education Department signed a R$5 million partnership with the Instituto Saber Brasil to implement a digital transformation program in public schools. The NGO is chaired by Karina Ferreira da Gama, owner of Go Up Entertainment, producer of the film “Dark Horse”, about the former president (PL). The agreement was signed on December 22, 2023, during the management of (MDB). Here is the agreement (PDF – 5.1 kB).
ICB was hired to implement the Steam Maker aimed at digital transformation in the DF educational system. The work plan proposed the integration of 5 areas of knowledge: science, technology, engineering, arts and mathematics. The methodology would be applied in “Smart Labs”, creativity laboratories installed in school units. Here is the work plan (PDF – 9.1 mB).
Sixteen schools from the DF basic education network were chosen to participate in the initiative. The program includes the provision of equipment by ICB, such as computers, 3D printers and robotics kits.
The initial value of the contract was R$4 million, but one month after contracting the service, an addendum of R$1 million was released. The initial term of the contract was one year, until December 22, 2024, but it was extended until December 23, 2025. Here is (PDF – 9.1. mB).
O Poder360 contacted the DF Education Secretariat, the Instituto Saber Brasil and the DF Research Support Foundation to ask if they would like to comment on the matter. The owner of the production company became the target of reports after the publication of the Intercept Brazil which brought messages and audios attributed to the senator (PL) and businessman Daniel Vorcaro, founder of Banco Master. According to the vehicle, Vorcaro would have been sought out for around R$134 million at the price at the time, for the production of the film.
Since then, parliamentary amendments and contracts signed with NGOs linked to the owner of the production company have become public.
In São Paulo, the Civil Police carried out search and seizure warrants on Monday (June 1st) related to a contract signed between the ICB and the City of São Paulo to offer free Wi-Fi in 5,000 points in the city. According to the Civil Police, there are signs of possible overbilling and misappropriation of public resources. According to a document signed by the delegate responsible for the case, there is a suspicion of property confusion between the institute and the producer.
In previous statements, Karina Gama stated that the film did not receive resources from Brazilian people or companies, whether public or private. She also declared that the contract signed with the City of São Paulo was made and fulfilled regularly and has no relation to film production.
In a previously released note, the mayor’s management (MDB) reported that “did not identify any irregularities in the services provided” by the institute to date and that, if any are identified by the research, “measures will be taken”.
