Congressional Summit rules out moving forward with amnesty amendment – 05/11/2026 – Panel

The presidents of the Chamber, Hugo Motta (Republicanos-PB), and the Senate, Davi Alcolumbre (União-AP), are unlikely to proceed with the PEC of amnesty proposed by the opposition this Monday (11).

The leader of the PL, deputy Sóstenes Cavalcante (PL-RJ), announced the collection of signatures for the proposal after the minister of the STF (Supreme Federal Court), Alexandre de Moraes,

The opposition’s argument is that Congress cannot watch the escalation of monocratic decisions.

But the Congress leadership does not intend to enter into a direct clash with the Supreme Court ministers. Even because, like the Sheet showed,

Interlocutors of the presidents of both Houses still assess that there would not be enough time to discuss a PEC, especially in an election year.

The center should also not embark on the proposal. Behind the scenes, deputies from the bloc say that the proposal should not be successful.
