Autonomous driving will democratize mobility and promote the inclusion of citizens unable to drive due to physical limitations, says the diploma published this Monday in the Official Gazette of the Union. The tests have strict rules and continue to require human supervision.
The licensing regime for autonomous driving tests on Portuguese roads will come into force next month, after being published this Monday in Diário da República.
The regime had been approved and announced by the Council of Ministers in April, at a time when the Minister of the Presidency, Antônio Leitão Amaroconsidered that “enables innovation and investment attraction foreigner in the autonomous mobility sector”.
According to the text of the diploma, autonomous driving will “allow the democratization of mobility, promoting inclusion of citizens unable to drivedue to limitations of a physical or other nature”.
At the same time, “it will enable new and different mobility solutions individual and collective, contributing to the optimization of the vehicle fleet and the reduction of diseconomies inherent to the current mobility paradigm based on vehicles owned and used by individuals”, reads the text of the diploma.
For this, however, technological tests are necessary to carry outor research laboratories, higher education institutions and companies in the automotive, infrastructure and transport sectors.
To move forward with this regime, the Government decided increase the value coverage of the mandatory insurance, which increases to quadrupleand the obligation to present a plan to establish minimum risk conditions to ensure that cybersecurity measures to prevent unauthorized access to vehicle systems.
The performance of connectivity tests must be communicated in advance, as well as a test report “which must contain, among other elements, the description of any accident, serious incident or incident occurred during the course of its implementation”.
We witnesses, tboth the driver and the operatorwho exercises strategic control of the vehicle in high automation or total automation systems, must have a driver’s license at least six years agos, and there are five that cannot have registered any crimes or misdemeanors.
During these tests, limits are applied established in the Highway Code with a reduction of 20 kilometers per hour.

During autonomous driving tests, vehicles must still contain a data recording system which allows obtaining information such as the characteristics of the automatic system, the identification of who exercises dynamic control of the car, or indicators such as speed, steering and braking operation, and history of driver or operator interventions.
At the same time, the system must also record remote orders and data resulting from communications between the vehicle and other vehicles (V2V)the transport infrastructure (V2I) and other connection points (V2X).
Similar to national licenses, licenses issued by foreign states can be valid in Portugalif there is recognition of the request, which must be addressed to the president of the board of directors of the Institute of Mobility and Transport.
