The senator and pre-candidate for the Presidency counts on the resumption of the government of Rio de Janeiro to guarantee the maintenance of power in the State
Bolsonaro supporters from Rio de Janeiro articulate help from the president of the Senate, Davi Alcolumbre (União-AP)to resolve the impasse regarding the succession to the Rio de Janeiro government.
To impose pressure on the matter, the PL, União Brasil and PP benches in the Chamber and Senate plan to obstruct the work in Congress this week. The movement could harm the plans of the Lula government, which is rushing to approve the end of the 6 x 1 scale, with an eye on the October elections.
The group of senator and presidential candidate Flávio Bolsonaro (PL-RJ) counts on the resumption of the Rio de Janeiro government to guarantee the maintenance of power in the Stateo.
The strategy was discussed during Flávio’s trip to Rio de Janeiro over the weekend. He participated in a service at the Assembly of God Vitória em Cristo (ADVEC) with pastor Silas Malafaia.
Present at the service were the former mayor of Rio Marcelo Crivella (Republicans), the former governor Cláudio Castro (PL), the PL leader in the Chamber, Sóstenes Cavalcante (RJ), and the president of the State Legislative Assembly, Douglas Ruas (PL).
Flávio should talk to Alcolumbre this week to request intervention from the president of the Senate in the matter with the ministers of the Federal Supreme Court (STF), which undergoes a trial on the case.
As the senator is traveling to the United States until Wednesday (6), and two days later he leaves for Santa Catarina to reinforce support for the pre-campaigns of allies, including his brother Carlos, the conversation can take place via an interlocutor.
First vice-president of the Chamber, Altineu Côrtes (PL-RJ), in turn, should talk to the president of the House, Hugo Motta (Republicanos-PB).
The Bolsonarists want to convince Motta and Alcolumbre that they can use the institutionality of their positions to seek a solution with the STF, and that an obstruction would be bad for the work in the Houses five months before the elections.
The Chamber makes this Tuesday (5) the first meeting of the special commission dedicated to debating the end of the 6 x 1 scale, a priority for Palácio do Planalto.
Flávio’s group is worried about how to make Ruas legitimately assume the government of Rio. He is the PL’s pre-candidate for governor, and the party’s plan involves making him occupy the post provisionally until the election to have his own electoral platform – and control of the state machine.
The group wants to remove the president of the Rio Court of Justice, Judge Ricardo Couto, from the Guanabara Palace. The magistrate took office because, at the time of Castro’s resignation, at the end of March, he was first in the government’s line of succession.
Former vice-governor Thiago Pampolha had resigned his post to take up a seat at the State Court of Auditors, and Rodrigo Bacellar, former president of the Legislative Assembly, who would have been third in line, was arrested and lost his political rights.
“We don’t want any decision in favor of Douglas Ruas. What we want is for the STF to immediately decide the succession in Rio. What we don’t want is a judge without electoral legitimacy sitting in the chair. It’s not possible to stay in a request for a view Ad aeternum”, says Sóstenes.
Flávio’s allies see an articulation from President Luiz Inácio Lula da Silva (PT) with the STF minister Flávio Dino and the former mayor of Rio and also pre-candidate for the state government, Eduardo Paes (PSD), to keep Couto in office.
The judgment of the actions that discuss how the new governor of Rio will be chosen has been stalled in the STF since Dino asked for a review. Even with the interruption, ministers André Mendonça, Nunes Marques and Cármen Lúcia anticipated their votes and accompanied Luiz Fux, defending the holding of an indirect election in the State.
As a result, the partial score is 4 to 1 for the indirect election, with Cristiano Zanin as the only vote in favor of the direct model. Until the Supreme Court concludes the trial, command of the Guanabara Palace remains with Couto.
In direct elections, the governor is chosen by the population’s vote, as normally occurs in general elections. In indirect elections, the choice is made by state deputies of the Legislative Assembly, without direct participation from voters.
