Schools will have content to prevent violence against women

The MEC (Ministry of Education) and the Ministry of Women signed this Wednesday (25 March 2026), in Brasília, the ordinance regulating law no. 14,164/2021. The measure includes the prevention of all forms of violence against children, adolescents and women in basic education curricula.

The law determines that the production of teaching material relating to human rights and the prevention of violence against women must be appropriate for each level of education.

The Minister of Education, Camilo Santana, argued that it is necessary to begin the discussion on preventing violence against women with children and young students within Brazilian schools.

For Santana, the new one will be formed based on respect, equity and justice. “We are affirming a country project. A Brazil where girls can be without fear, where women can occupy all spaces and where knowledge is an instrument of liberation and not exclusion”, said the minister.

PUBLIC INSTITUTIONS

During the Education to End Violence ceremony, at UnB (University of Brasília), the Protocol of Intent for the Prevention and Combating of Violence against Women and Reception in public higher education institutions and the Federal Network of Professional, Scientific and Technological Education was signed.

The document establishes guidelines so that public educational institutions do not remain silent in possible situations of gender-based violence in the academic environment.

The Minister of Women, Márcia Lopes (PT), classified measures to protect girls and women in the field of education as important, because they range from basic to higher education.

She cited the pedagogue Paulo Freire. “Education does not transform the world. Education changes people and people change the world.”

The minister also defended that the curricula and pedagogical plans of each undergraduate and postgraduate course address content to combat and confront all types of violence against women. “Imagine in 4, 5, 6 years from now, what professionals will look like who will work everywhere, such as basic health units, schools, Cras (Social Assistance Reference Center) and Creas (Specialized Social Assistance Reference Center)”, he stated.

Minister Camilo Santana explained that the document symbolizes a collective construction that arises from listening, science and the experience of educational institutions.

We reaffirm that our universities, federal institutes and education networks are spaces for the production of knowledge, but they must also be safe, welcoming spaces and free from any form of violence or discrimination”, he stated.

Santana announced that he will launch a notice to support the creation of care libraries at federal universities. “These are care and reception spaces for children that will allow mothers, students, teachers and workers to study, work and stay at university with dignity.”

THOUSAND WOMEN

As part of the set of actions aimed at preventing and combating violence against women, the 2 ministries signed a technical cooperation agreement to expand vacancies in the Thousand Women Program, coordinated by the MEC. Public policy has the mission of increasing the educational level of women in situations of socioeconomic vulnerability.

The program also aims to promote the socio-productive inclusion and autonomy of women through professional qualification courses. Those present also watched the film trailer Thousand Womenproduced by the paste. The work portrays the impact of the program on the lives of 5 women, their families and the community.

The initiatives are part of the actions of the Brazil National Pact Against Feminicide, launched by President Luiz Inácio Lula da Silva in February 2026.
