Allen appeared to target members of the government, the U.S. attorney general said. “Very preliminary” information led investigators to believe that the man “was targeting members of the government,” Acting Attorney General Todd Blanche told CBS broadcaster.

The suspect, who is believed to have traveled from Los Angeles to Washington by train via Chicago, is “not actively cooperating” with the investigation, he added.
