Civil Police investigate president of the São Paulo Council

Investigation investigates whether the document on statutory reform and creation of SAF was forged; councilors vote for removal on Tuesday (May 12)

The São Paulo Civil Police launched an investigation on Friday (May 8, 2026) to investigate the alleged practice of ideological falsehood by Olten Ayres, president of the Deliberative Council of São Paulo Futebol Clube, according to a report by Bruno Giufrida and Ulisses Lopreste from .

The investigation, led by delegate Tiago Fernando Correia, from the Citizenship Protection Police Department (DPPC), seeks to clarify whether institutional documents were manipulated to accelerate the club’s internal political processes.

The police procedure originated from a representation by the São Paulo Ethics Commission itself. In a report concluded on April 29, the collegiate highlighted signs of criminal irregularities and ordered the material to be sent to the authorities.

The central focus of the research is an opinion dated December 17, 2025, signed by José Eduardo Mesquita Pimenta and Ives Gandra Martins, then president and secretary of the Advisory Council.

The suspicion is that the text was already written by Olten Ayres to the signatories just to collect signatures, without any real deliberation by the body.

ACCUSATION HISTORY

On that date, the president of the executive board, Julio Casares, had initiated a process of statutory reform that provided for structural changes at the club, such as relaxing the quorum necessary for the creation of a SAF and the administrative separation between football and the social club.

For the reform to advance to the Deliberative Council, the rite of consultation with the Advisory Council was mandatory. The investigation said that Olten Ayres had made the proposal possible by presenting a document of “unrestricted endorsement” which, according to later statements, did not reflect the collective will of the collegiate, since there was no formal meeting for the debate.

The Ethics Committee’s justification for the complaint includes an email from jurist Ives Gandra Martins, in which he admits that the report in favor of the reform was based on isolated conversations and that the final wording would have been prepared by a club lawyer, and not by the board members.

The political conflict escalated in April, when Olten invalidated an opinion contrary to the reform issued by the Legislative Commission, on the grounds that the body had exceeded the 30-day deadline for manifestation.

Olten Ayres’ situation must be submitted to the plenary of the Deliberative Council next Tuesday, when the councilors will vote on his preventive removal from office.

The investigation has no direct relationship with the Public Ministry and Civil Police task force that investigates three other cases under Julio Casares’ administration, involving suspicions of money laundering, irregular exploitation of boxes and corruption in the social department.

According to the report from the GEOlten Ayres’ defense stated that he was available for clarification to the competent bodies.
